Turn on the broiler too high.
Dry and wash the produce.

Separate thyme leaves from stems; cut the leaves short. Cut 14-inch half moons from carrots after peeling and slicing in half lengthwise.
Prepare celery by dicing it finely. Prepare the onion by reducing the peel by half and finely chop.
Make sure the potatoes are covered with 2 inches of salted water in a deep pot. Cook until tender, about 15-20 minutes.
Return potatoes to pot after draining.
Add sour cream thyme butter and a splash of water if needed to make potatoes soft and creamy. Season generously with salt and pepper.
Remove from heat and cover until ready to serve.
In a medium ovenproof skillet (use a large skillet for four) heat a drizzle of oil over medium heat while the potatoes cook.
Toss the carrots in the pan with salt and pepper. Cook for 2-3 minutes stirring occasionally.
Season with salt and pepper after adding celery onion and a large pinch of oil.
Stir constantly for 5-7 minutes until the vegetables are just soft.
If vegetables are browning too quickly, add hot water.
Cook for 30 seconds with chopped thyme and 2 tsp garlic powder.
Sprinkle salt and pepper over beef and vegetables while cooking.
Cut the meat into pieces and cook until browned and cooked through, 4-6 minutes.
Add flour and stir until fully combined.
Add half the crushed tomatoes (4 parts) and ½ cup water (4 3/4 cups) to the pot with the beef mixture.
Taste and season with salt and pepper.
Tip: If your pan is not heat-resistant, transfer the mixture to a baking dish immediately.
Top beef filling with an even layer of mashed potatoes, leaving space around the edges of the pan.
Evenly sprinkle with cheddar.
